【摘要】:EN1991-1-4givesguidanceonthedetermininationofnaturalwindaactionsforthestructuraldesignofbuildingsandcivilengineeringworksforeachoftheloadedareasunderconsideration.Thisincludesthewholestructureorpartsofthestructureorelementsattachedtothestructure,e.g.ThisPartisapplicableto:-Buildingsandcivilengineeringworkswithheightsupto200m,seealso(11).-Bridgeshavingnospangreaterthan200m,providedthatthysatisfythecriteriafordynamicresponse,see(12)and8.2.Thispartisintendedtopredictcharacteristicwindactionsonland-basedstructures,theircomponentsandappendages.Certainaspectsnecessarytodeterminewindactionsonastructurearedependentonthelocationandontheavailabilityandqualityofmeteorologicaldata,thetypeofterrian,etc.TheseneedtobeprovidedintheNationalAnnexandAnnexA,throughNationalchoicebynotesinthetextasindicated.Defaultvaluesandmethodsaregiveninthemaintext,wheretheNationalAnnexdoesnotprovideinformation.AnnexAgivesillustrationsoftheterraincategoriesandprovidesrulesfortheeffectsoforographyincludingdisplacementheight,roughnesschange,influenceoflandscapeandinfluenceofneighbouringstructures.AnnexBandCgivealternativeproceduresforcalculatingthestructuralfactorcc.AnnexDgivesccfactorsfordifferenttypesofstructures.AnnexEgivesrulesforvortexinducedresponseandsomeguidanceonotheraeroelasticeffects.AnnexFgivesdynamiccharacteristicsofstructureswithlinearbehaviour.Thispartdoesnotgiveguidanceonlocalthermaleffectsonthecharactristicwind,e.g.strongarcticthermalsurfaceinversionorfunnelingortornadoes.GuyedmastsandlatticetowersaretreatedinEN1993-3-1andlightingcolumnsinEN40.Thispartdoesnotgiveguidanceonthefollowingaspects:-torsionalvibrations,e.g.tallbuildingswithacentralcore-bridgedeckvibrationsfromtransversewindturbulence-windactionsoncablesupportedbridges-vibrationswheremorethanthefundamentalmodeneedstobeconsidered.characteristicvaluesofsnowloadonthegroundbasedontheresultsofworkcarriedoutunderacontractspecifictothisEurocode,toDGIII/D3oftheEuropeanCommission.TheobjectivesofthisAnnexare:-togiveinformationtoNationalCompetentAuthoritiestohelpthemtoredraftandupdatetheirnationalmaps;-tohelptoensurethattheestablishedharmonisedproceduresusedtoproducethemapsinthisAnnexareusedinthememberstatesfortreatingtheirbasicsnowdata.AnnexDgivesguidanceforadjustingthegroundsnowloadsaccordingtothereturnperiod.AnnexEgivesinformationonthebulkweightdensityofsnow.Thispartdoesnotgiveguidanceonspecialiastaspectsofsnowloading,forexample；-impactsnowloadsresultingfromsnowslidingofforfallingfromahigherroof;-theadditionalwindloadswhichcouldresultfromchangesinshapeorsizeoftheconstructionworksduetothepresenceofsnowortheaccretionofice;-loadsinareaswheresnowispresentallyearround;-iceloading;-lateralloadingduetosnow(e.g.lateralloadsexertedbydrifts);-snowloadsonbridges.
